  20. In some countries the law does not allow redials to the same number more often 
  21. than once per minute (or in some places once every 2 minutes).  Modems manufactured 
  22. for use in those countries keep track of dialed numbers, and add the delay when you 
  23. redial the same number.  Refered to as blacklisting.
